The Russian Federation has four main mobile operators:
Mobile Number Portability (MNP)
Service offered (SC/LC)
Both Short Codes and Long Codes are allowed.
Does customer need to have shared/dedicated SC?
2 Way Services (MO/MT)
Handset Delivery Receipts
TPOA (Sender ID)
TPOA are supported subject to country specific regulations.
Dynamic TPOA available?
Depends on whether the operators Tele2 and Beeline still support alpha dynamic.
TPOA Registration needed and what are the average delays?
Megafon & MTS require registration. The registration process can take up to one week and will incur charges.
Specific TPOA comments
Alphanumeric TPOAs are supported on Tele2 and Beeline.
TPOA egistration is required for Megafon & MTS.
TPOA requirements for national & international traffic may differ.
Long codes have been banned for use as Sender ID and will always fail.
Traffic with numeric, shortcode and unregistered Sender IDs is filtered and TPOAs may be overwritten (with the operators generic TPOA) to ensure successful message delivery to these operators.
Differentiation between Marketing vs Transactional traffic?
Marketing traffic is priced differently and is more expensive with most networks.
Gambling traffic is not permitted and any traffic of this type will likely be blocked by the operators and so will not be delivered.
Social invites are not permitted and any traffic of this type will likely be blocked by the operators and so will not be delivered.
Messages containing URLs may be classified as SPAM and be blocked by operators.
It is the customer’s responsibility to comply with all the rules and regulations as stated in the Code of Conduct and as specified by the operators themselves. Please refer to the material published by the relevant regulatory bodies.
